About the Job

Parry Labs is seeking a Capture and Proposal Manager to perform multi-role aspects of new business development and capture and proposal efforts to grow new business for Parry Labs. Candidate will be responsible for translating customer needs into specific requirements, identifying/tailoring company services, and solutions into offerings, and effectively communicate Parry Labs capabilities. A major focus is to manage the transition from initial opportunity discovery and bid analysis through the proposal process.

This Capture and Proposal Manager will work closely with team members from Business Development, Program Management, and Engineering across capture and proposal functions. The candidate must be execution oriented in the approach toward capture and proposal management, and must be capable of broad, strategic thinking with respect to customer needs and competitive positioning, and the tactical moves necessary to enable effective cross functional coordination during proposal and capture functions. Ideally, this person will sit out of our Alexandria, VA or Columbia, MD office, but we are open to remote for the right candidate.

Duties & Responsibilities

  • Help monitor and identify Defense-related solicitations (e.g., RWP, RFI, RFQ) of interest to the Defense Business Development Team, including maintaining continuous monitoring of all Defense-related current and future solicitations provided by both open-source internet portals and the Defense business development team.
  • Write compliant and compelling responses to Government Requests for White Papers, Information, Quotes, and Proposals including executing and improving proposal processes, with iteration with key stakeholders.
  • Ensure deliverables and submission deadlines are met during the response process.
  • Demonstrate extraordinary attention to detail and enjoyment in managing proposal processes end-to-end to deliver compliant and timely submissions.
  • Perform market research to qualify new business opportunities, including analysis of customer budget, capabilities required, current customer preferences, competitive environment assessments, and incumbent strengths and weaknesses.
  • Responsible for the planning, organizing, and managing the capture of assigned opportunities within the federal and/or commercial customer segments across multiple pipelines/operations divisions in accordance with established Business Development processes and structure.
  • Develop and perform call plan development and execution and provide detailed reports on follow up activities after plan execution.
  • Responsible for managing applicable resources (consultants, SMEs, etc.) and working with the BD team in aligning resources required for the pursuit of opportunities, developing, and improving processes, reporting metrics, and managing risk.
  • Participate in business capture planning activities, to include periodic pipeline reviews and opportunity gate reviews.
  • Conduct after action reviews for all business opportunity capture and proposal participants to document lessons learned and identify necessary adjustments to capture technique, strategy, and actions.
  • Frequent travel may be required, up to 25%.
  • Other duties as assigned.

Required Qualifications

  • Desire to join a fast moving and high growth high technology business.
  • Experience working with cross-functional teams to execute complex proposal responses.
  • 3+ years of experience in end-to-end proposal writing and management (including RFIs, RFPs, RFQs, etc.) spanning all aspects of the acquisition lifecycle related to the Department of Defense.
  • Bachelor’s degree in a Technical Discipline or equivalent experience.
  • Proven track record of building pipelines and winning new business in the DoD markets.
  • Demonstrated experience managing contracts and/or projects in the functional areas related to digital trinity, information systems, applications, systems and software engineering, operations & sustainment, and test & evaluation.
  • In-depth knowledge of the Federal Acquisition Regulations, requirements development, solicitation and evaluation processes, and Federal Government budgetary process.
  • Must be able to obtain/maintain a DoD Top Secret / SCI clearance Highly flexible and adaptable to changing environment and shifting priorities.
  • Up to 25% travel U.S. Citizenship required.
